[tex] \frac{ \frac{1}{7} }{ \frac{4}{5} } [/tex].  The rule is to bring up the lower fraction and flip it to multiply.  So we have [tex] \frac{1}{7} * \frac{5}{4} [/tex].  Multiplying straight across the top and bottom gives you [tex] \frac{5}{28} [/tex], choice D from above.
