Would any fraction be considered a rational number?

No. Fractions that result in a decimal with non-stop, non-repeating digits are not rational numbers.

22/7 is an example. It gives you the decimal that is [tex] \pi [/tex]. 3.141592.... It keeps going forever and ever. This is NOT a rational number.
