c. autocracy because the government doesn't let the citizens do anything like vote and etc. and an autocracy is usually ran by a dictator, and dictators only want power for themselves, so yea....

An [autocracy] would have the least amount of citizen participation because in this type of government power is held by a single, self appointed ruler.
