It took me a while, but here's what I got.
8²+3³+2³+5 = 104
Here's how:
8²+3³+2³+5 = 104
(64)+(27)+(8)+5 = 104
104 = 104

Use each number only once.
I rearranged the numbers so that I can use it only once. Here's my take.

((2 x 5) + 3) x 8 = 104

2 x 5 = 10
10 + 3 = 13
13 x 8 = 104

I used parentheses to emphasize which numbers to solve first. PEMDAS is the order of operation. Parentheses, Exponents, Multiply, Divide, Add, and Subtract.
