For the equation y=3/8 x - 5, what is the starting point and the rate of change?

The starting point I would think is the y-intercept.
If a line is in y=mx+b form, then b is the y-intercept. The y-intercept is -5.
The slope (rate of change) of a line in y=mx+b is the value of m. The rate of change/slope is 3/8.
