Why did the policy of appeasement developed by Great Britain and France fail to stop Germany from expanding prior to the outbreak of World War II?

It did not work, because Germany had the plan of attacking and controlling the whole Europe in the first place - so nothing short of offering the whole Europe would be enough, and perhaps even this would not have been enough.

Generally, the policy of appeasement is not effective.
