i think its going to be 8 or 1 becuse 1x64=64, 1x28=28 and 4x7=28, and 8x8=64

the factors of 64 are 1,2,4,8,16,32 and 64 the factors of 28 is 1,2,4,7,14and 28 so the greatest common factor for these number is 4 because it divides all of them without a remainder
