Cyanobacteria and green algae are similar to plants. Why they are similar to plants but are not classified as plants?

Cyanobacteria are not plants because they are prokaryotes. All plant cells are eukaryotic.

Green algae are not plants because though they are eukaryotes they don’t have roots, leaves and stems.
