Penang uses the most amount of water because of its low water rates of only about 32 sen per liter, which is extremely low, compared to other regions. In Malaysia, Penang residents pay the lowest water tariffs in the country, hence the high wastage of water. However, the water board is considering increasing tariffs to curb water wastage.
