Answer:

I believe they would use that kind of envroment to set the tone for the kind of story it is. Like a story about loss and perserverance would most likely have an enviroment that makes it so that the character is struggling. Or even a sad story, its raining, cloudy, and cold. It tells the overall mood of the story, and how the author wants you to feel about it.
