If it is parallel to the x axis, that means that the slope is 0 because it is a horizontal line. The x-value can change in a horizontal line, but the y-value cannot. Since the y-value cannot change, the y-intercept is 8 because it passes through the point (-3,8). Therefore, the equation of the line is y=8
