Because they are so largely devastating and unpredictable. Earthquakes disrupt the ground through tectonic plate movement which can sometimes be difficult to see. Volcanoes cause the surrounding atmosphere to become dangerously hot and so it’s difficult to prepare for them as there is no simple way to deal with the devastation that they cause.
