Nixon was vocal about the Civil Rights goals. While serving in his Constitutional role as President, he helped lead the effort to bring the bill to the Senate floor. Although Southern Democrats opposed and blocked provisions that would give the Justice Department authority to protect broad Constitutional rights including school desegregation and violate voting rights.
