Why could the Continental Congress not settle disputes between states under the Articles?

Because the articles of confederation were the stupidest things ever

no one had any real power except for the states, which meant that the continental congress could do virtually nothing. the biggest problem was that they had no money and no way to collect money because no one had could enforce tax collecting. the only reason the articles were invented was so france would help america in the war.
