Basically if you are a king or queen, and you don't help your people when they are having issues whether it is financially or other, they would fall into poverty. That is what happened during the Great Depression when the government did not meet the needs of their people and that led to poverty for most of America. To not look out for someone is neglecting them and that causes many deficits in many factors.
