I think the wrong number is 623.

Solution:
623 => 6 + 2 + 3 = 11
251 => 2 + 5 + 1 = 8
543 => 5 + 4 + 3 = 12
356 => 3 + 5 + 6 = 14.

Except 11 all other numbers are even.So, 623 is the wrong number.
