x= -5/2 or -5.2

you know the equation: y=mx+b, so we can substitute the -3 for x, the 7 for y and the -4 for m:

7=-4(-3)+b

now solve:

7=12+b

subtract 12 on both sides:

b=-5

now what you want to do is substitute it in and solve for x:

y=-4x-5

so:

5=-4x-5,

solve:

10=-4x

x=-5/2!!!!!!!!!!!!!!
