It started when the invited the US as allies when they struggled against Spain. When Spain had almost been defeated Emilio Anguinaldo, the leader of the rebellion, made it clear that the Philippines were going to be an independent country, and that is when it began. I hope that helped, you might want to put that in your own words like I did.
