The initial value is the y value at x=0 they tell you y=1 at x=0. that lets you narrow down the choices rate of change is the slope of the line to find the slope, use two points on the line. You have two points (0,1) and (5,4) the slope is the change in y divided by the change in x that means find the y value of the first point and subtract the y value of the 2nd point then do the same for the x values then divide the change in y by the change in x.
