It represents a point on a graph. The 1 represents the x-coordinate ( how many from side to side) and the 20 represents the y-coordinate (up and down) for this point. There are an infinite number of combinations you can do, including decimals or fractions.  If you were to plot it you would go 1 space to the right and then count 20 spaces up to get (1,20).
