Russia had lost a lot of people (soldiers), but did not suffer as much structural damage as France

D. France... Since much of the war went straight through France... Britain was only bombed (United Kingdom), Most of the war wasn't on German turf, and Russia wasn't a major battlefield due to the severe winter and such which causes the German forces to retreat.
