Keep in mind "%" or "Percent" means "Per Cent", or "Per hundred". "8 percent" would be "8 per hundred". This would, of course be 8/100. When converting a percentage to a fraction, just place the percentage over a 100, because percent just mean per hundred.
So 8% = 8/100, which simplified is 2/25.
