Since the line is parallel to the graph y = 2/3x + 1, then it must have a gradient of 2/3, by definition.

Hence, let's use the point-gradient form:
[tex]y - y_1 = \frac{2}{3}(x - x_1)[/tex], where (x₁, y₁) are the coordinates we're passing through

[tex]y - 3 = \frac{2}{3}(x - 5)[/tex]
[tex]3y - 9 = 2x - 10[/tex]
[tex]3y = 2x - 1[/tex]
[tex]y = \frac{2}{3}x + 3[/tex]
