Great Britain and Spain made a negotiated with Mexico. Napoleon III (who was the French emperor in that time made the decision to use that opportunity to create a completely new and dependent empire out of the Mexican land/territory. Then, in 1861, a French fleet attacked the city of Veracruz, landing a large French force and driving the President of Mexico in that time, Benito Juarez and his government into retreat.
