Set up multiplication/division to cancel out units that you do not need for your final answer and introduce units that you do.  

You want your answer in the form km/hr and you are starting with m/s so:

(12m/s)(km/1000m)(60s/min)(60min/hr)=43.2km/hr

The car is traveling at 43.2 kilometers per hour.

43.2 kphs Per hour because there are 3600 seconds and in hour and 12 meters is equal to 0.012 and 0.012 times 3600 is 43.2
