Are you in america, Canada, or the UK?

If you are in America - The failing grade is a C, or 70%
If your in Canada - The failing grade is an F, or a 50%
If your in the UK - The failing grade is equivalent to a F, or 50%

It's just how it works, but not for all classes. You do pass with a 70% on a second+ attempt if you haven't noticed yet.
