do this by converting to vertex form

y = 4x^2 + 16x - 2

y = 4 (x^2 + 4x - 0.5)    completing the square on x^2 + 4x:-

y = 4[(x + 2)^2 - 4.5]

the  axis  of symmetry  is x = -2
