2x - 3y = 6
3y = 2x - 6
y = (2/3)x - 2

gradient of line = -1 / (2/3) = -3/2

Eqn of line:
y = (-3/2)x + c

substitute x = -2, y = -3

-3 = (-3/2)(-2) + c
c = -6

Thus eqn of line is
y = (-3/2)x - 6
