To find the x and y intercept there is a method called the cover up method. So to find the y intercept set x=0 and to find the x intercept set y=0.
Finding the y intercept
y=-2*0-3
y=-3
Y intercept: (0, -3)

Finding the x intercept
0=-2x-3
0+3=-2x-3+3
3=-2x
3/-2=-2/-2x
-3/2=x
X intercept: (-3/2, 0)
