As far as I'm concerned, In a policy reminiscent of France's Louis XIV, Tokugawa Ieyasu controlled the feudal lords by forcing them to periodically reside at this capital. Louis XIV forced feudal lords to take care of expensive residences as a case of an estate being confiscated.
