Why did the Indian peace commission's plan fail

It failed because the Native Americans couldn't choose whether or not they would sign it, they were forced too, and naturally they disliked this and didn't want to sign and ratify it. Eventually, it didn't even matter because the US decided to go without consent and take the land.
