Board of Trade and Plantations had slight role in any actual judgments, while the real power rested in the Privy Council. Administration of colonial affairs continued to be decentralized and inefficient (no colonial office in London). Officials in London identified very little of the conditions in America. Royal officials were not capable and intellectual, they enforced buying off and preferential treatment.
