The answer to this question is Because it had been authorized only to revise the old Articles.
The anti-federalist do not want too much power in the central government of united states because it will increase the likelihood of the government transforming into a tyranny. Because of this they don't like it if the central government has the ability to change the old regulations as they please and demand separation of power
