This equation models a circle with a center of (-2 , 3) and a radius of 9

To check the point (6,3) how far is it from the center (-2,3):

using the distance formula:
[tex] \sqrt{(3-3)^2+(-2-6)^2} = \sqrt{0+8^2} = \sqrt{64} =8[/tex]

therefore, this point lies INSIDE the circle, not on it nor outside it.

It is an interior point.
