I think the answer should be 23.

To find how many boxes he must order, we must divide the 624 students by the 28 notebooks per box. Observe. 

624/28 = 22.2857 which is roughly 22-23 boxes the principal must order. If you would like it rounded, it would be: 22 boxes.
