18-3= 15
6-1=5
15/5=3

10-3=7
4*2=8
4*7=28
28-8=20

A: (18-3)/(6-1) < 4*(10-3)-4*2
3 is and always will be a smaller value than 20.
Just remember PEMDAS and you can work through the problem very easily.
