Hopefully you remember  PEMDAS- Parentheses, Exponents, Multiple, Divide, Add, and Subtract. So, first you will multiple 2 times 4 which gives you 8 and then from the 8 you can add 3 to the 8 and that will give you 11.
So, the answer is B. 11
