Why isn’t the remaining grape sugar converted to ethanol and carbon dioxide

Assuming that this question is referring to fermentation using yeast to convert sugars to alcohol and carbon dioxide. The reaction will stop after a certain percentage of alcohol is produced. This percentage is usually 10-13 percent. The yeast cannot survive in this environment and will die. So alcohol and carbon dioxide production will cease.
