What is the “domestic institution” that Lincoln refers to in his inaugural address?

In his inaugural address, Lincoln used the term "Domestic Institution" to refer to slavery.

In the same address, Lincoln called for the right of each State to control its own affairs. He did this as he wanted to assure the Southern States that they would be able to make their own decisions regarding slavery.
