The Court has always had to balance the common good (the good of the community, or the public as a whole), with individual liberties (the rights of individuals). With each amendment that specifically deals with civil liberties, there are necessary exceptions to accommodate the needs of the whole. An example of this would be the first amendment individual right to speech, with the exception of hate speech, which injures the common good.
