Neutrality.
The purpose of the Declaration of Neutrality, issued on August 19, 1914, was to openly communicate United States' neutrality regarding the WWI that had just begun in Europe, as Wilson Woodrow stated in the declaration:
"The United States must be neutral in fact as well as in name during these days that are to try men’s souls. We must be impartial in thought as well as action..."
