Why is the united states always the prosecutor in a federal criminal case?

While law-enforcement bodies can capture persons for alleged involvment in crimes only the government can prosecute a criminal case, usually through the U.S. attorney’s office. Hence the United States is always named the prosecutor in federal criminal cases.
