First, determine the cost per kilogram of flour by dividing $8.25 by 5.5 kg.
               C = ($8.25) / 5.5 kg
               C = $1.5/kg

If we are then to determine the price of 2/3 price if $1 would be enough.
            C2 = (2/3 kg)($1.5/kg) = $1
The answer would be YES.  $1 will be enough in order to purchase 2/3 kilograms of flour.
