The most likely answe here would be A - his boss paid the government money to avoid the draft. 

Often in wars, people who owned factories were able to pay their way out of a draft and had normal workers and people of low social class, that had to actually fight themselves because they didn't have enough money to pay their way out, fighting for them. Hence the saying 'rich man's war, but a poor man's fight'.
