Why is 100 alcohol not an effective disinfectant as 70 percent?

100% alcohol is extremely flammable and evaporates very fast. It may just dehydrate the microbe and put it in a state where it can still cause harm. 70% will stay on a surface long enough to actually kill harmful microbes.
