This question is valid IF AND ONLY IF it was specified that events a, b and c are mutually exclusive.

In that case, probabilities of all mutually exclusive events cannot add up to greater than 1.0  (see Kolmorogov's axioms).

Hence, if all three events are mutually exclusive, the highest probability for event c is P(c)<=1-0.3-0.4=0.3
