The elephant tusks are made from their teeth. 

The teeth which are used as elephant tusks are maily their incisors teeth. The ivory is the main part of the elephant tusk. Ivory is the creamy-white substance (made up of dentine). 
& Dentine is a type of hard tissue which forms the major part of the tooth.
