5.82 × 10^3

Because of the 10 to the power of 3, you are able to move the decimal point to get to standard form.

If the exponent is positive, move the decimal point to the right. If it's negative, move it the left.

Here, the 3 is positive, so we'll be moving the decimal in 5.82 three times to the right.

One space to the right would change it to be 58.2 * 10^2.
Two spaces would be 582 * 10.
Three spaces would be 5820.

The standard form of 
5.82 × 10^3 is 5820.
