Hello!

There is a 6:2 ratio

This means that for every 6 cups of flour you need 2 cups of water

To find how much flour for 1 cup of water you first find what happened to the water side

2/1 = 2

Now you divide what you got with the flour

6/2 = 3

The answer is 3

Hope this helps!
