The answer is: A. logging

Logging is the act of cutting the wood resource for fulfilling commercial demand (such as furniture), and this practice is not common in public land.

Public land belong to all tax payers. This mean that in order for a company to conduct a logging, it needs to take permit to operate on that land, by either acquiring contract from the government or purchasing the land.
